Albania wins. The Albanian Riviera (Ksamil, Gjipe, Dhërmi, Himarë) has more variety, clearer water and emptier sand than Montenegro outside July–August. Ksamil's offshore islands look Caribbean. Montenegro's best beach (Sveti Stefan) is a private resort and you can't access the iconic island without paying.

Mountains
Albania wins decisively. The Theth–Valbona hike across the Albanian Alps (8 hours, 17 km of pristine trail through the Cursed Mountains) is one of the world's great day hikes. Montenegro's Durmitor National Park is gorgeous but smaller and more developed.

Cities & culture
Tied, different vibes.
- Albania: Berat (UNESCO Ottoman city), Gjirokastër (stone city), Tirana (energetic capital with Cold War bunker museums) — three distinct cultural experiences.
- Montenegro: Kotor (UNESCO bay town, Venetian architecture) is one of the Adriatic's most photogenic places. But it's small — half a day. Cetinje (former capital) is sleepy.

Crowds
Albania wins. Outside Ksamil in July–August, you'll find empty beaches and quiet cobblestone streets. Montenegro's Kotor is packed with cruise passengers in summer; Sveti Stefan is impossible to photograph without a crowd.
